SENATE CONCURRENT RESOLUTION NO. 34

Requesting the Joint Committee on Government and Finance to make
a study of the contractual relationship between insurance
companies and independent insurance agents.
Whereas, There have been tremendous changes in the financial
services industry in West Virginia and throughout the United
States in recent years; and
Whereas, These changes have placed tremendous pressure on
the contractual relationship between insurance companies and
independent insurance agents; and
Whereas, It is vital to the best interests of the citizens
of West Virginia for the contractual relationship between
insurance companies and independent insurance agents to be as
effective as possible in providing services to consumers;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study, and make recommendations
regarding the contractual relationship between insurance companies and independent insurance agents, with the interim
study committee to be composed of four members of the Senate,
four members of the House of Delegates, the Insurance
Commissioner, a representative of Independent Insurance Agents
Trade Association and a representative of the Property and
Casualty Insurance Companies Association; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1999,
on its findings, conclusions and recommendations together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
